mod rewrite and others not working

Hi, I can't seem to get any mods working and can't work out why, they are def loaded,

 

use phpinfo() and it shows mod_rewrite in the loaded modules section,

In the config file I have

<IfModule mod_rewrite.c>

RewriteEngine on

RewriteRule ^foo\.html$ bar.html

</IfModule>

 

Now i know it is entering this module because if I put junk in the if statement it crashes.

 

So when I go to 127.0.0.1\foo.html, i should expect to see the contents of bar.html right?. Well I don't and it is driving me mad. I have even tried with .htaccess folder but that seems to have no effect.

 

vi /var/www/html/.htaccess

RewriteEngine on

Options +FollowSymlinks

RewriteBase /

RewriteRule ^foo\.html bar.html

 

and foo.html bar.html are in the document root /var/www/html

 

Is there anything with this config, any ideas why the mods might not be having any effect even though they are loaded.
