Daylight Savings time

Is there a function that, when given a date, it will tell if that date is in daylight savings time or not?  If not, how hard would it be to create one?  I understand that now it is starting on the second Sunday in March, and ending on the first Sunday in November.  I didn't know if a function had already been designed for this, or if I would have to create my own.
