Image Transparacy

Biggest pain in the arse in the world. Image transparacy!!!

Ok........... basically.

I have an image that i want to layer over another, so that the images look blended together. But it never actually uses true transparacy, all it does is either:

1) Ignore the fully transparrent pixels so i get non anti-aliased imaging

2) make the transparent bits black

How can i copy/layer an image one onto another so that the true transparacy is kept?

Ive tried and tried and tried! ??? ??? ??? ???
