Links not clickable in IE but work in FF

I have been working on this all night and can't figure it out. The links work fine in Firefox but you can't click them in IE. I stripped out all the extra coding and have the very bones of the page.

 

How can I get that link to work in IE? Any help or direction would be greatly appreciated.
