[SOLVED] Confused with httpd.conf dirctory security settings

I've been battling with setting the permissions/security.

The current problem that I have is that via php encoding, I can open and then access a file and then read it's contents from localhost, but not when using the ip address of the server. I get the following message :-

Warning: fopen(./) [function.fopen]: failed to open stream: Permission denied in H:\wamp\www\index.php on line 51

However I can open the and read the directory in which the file exists from both local host and the ip address. I'm confused as as far as my limited grasp on the directory deny and allow directives. I should be able to read the file.

I'm running Apache on Windows XP via WAMP5.

Here's what I think are the pertinent sections of httpd.conf :-

DocumentRoot "H:/wamp/www"

<Directory />
    Options FollowSymLinks
    AllowOverride None
    Order deny,allow
    Deny from all
    Satisfy all
</Directory>

<Directory "H:/wamp/www">
    Options Indexes FollowSymLinks
    AllowOverride all
    Order Allow,Deny
    Allow from all
</Directory>

<FilesMatch "^\.ht">
    Order allow,deny
    Deny from all
</FilesMatch>

<Directory "H:/wamp/apache2/cgi-bin">
    AllowOverride None
    Options None
    Order allow,deny
    Allow from all
</Directory>

Alias /phpmyadmin/ "H:/wamp/phpmyadmin/"

<Directory "H:/wamp/phpmyadmin">
Options FollowSymLinks
AllowOverride None
Order Allow,Deny
Allow from localhost 192.168.1
</Directory>

Alias /sqlitemanager/ "H:/wamp/sqlitemanager/"

<Directory "H:/wamp/sqlitemanager">
Options FollowSymLinks
AllowOverride None
Order Allow,Deny
Allow from localhost 192.168.1
</Directory>

I've tried changing the AllowOveride All to None in the "H:/wamp/www" directory directive and after restarting Apache, still no change. However I am prett sure that I don't have any .htaccess files.

I'm stumped as I thought that I had got a grasp on the Allow,Deny versus Deny,Allow. My guess is that somehow as localhost is where the server is running that using localhost is akin to the server having access, whilst when using the IP address of the server (i.e. 192.168.1.3 in my case) that access is as if from a referer but I can't see what is stopping the access. I've got loglevel debug but I don't get any messages in the log file in regard to this (perhaps I misunderstand, but I thought debug would should every message).

Just in case people need further information, here's the complete config file, which is pretty close to how WAMP5 set it up (I hope) :-

#
# This is the main Apache HTTP server configuration file.  It contains the
# configuration directives that give the server its instructions.
# See <URL:http://httpd.apache.org/docs/2.2/> for detailed information.
# In particular, see
# <URL:http://httpd.apache.org/docs/2.2/mod/directives.html>
# for a discussion of each configuration directive.
#
# Do NOT simply read the instructions in here without understanding
# what they do.  They're here only as hints or reminders.  If you are unsure
# consult the online docs. You have been warned.
#
# Configuration and logfile names: If the filenames you specify for many
# of the server's control files begin with "/" (or "drive:/" for Win32), the
# server will use that explicit path.  If the filenames do *not* begin
# with "/", the value of ServerRoot is prepended -- so "logs/foo.log"
# with ServerRoot set to "C:/Program Files/Apache Software Foundation/Apache2.2" will be interpreted by the
# server as "C:/Program Files/Apache Software Foundation/Apache2.2/logs/foo.log".
#
# NOTE: Where filenames are specified, you must use forward slashes
# instead of backslashes (e.g., "c:/apache" instead of "c:\apache").
# If a drive letter is omitted, the drive on which Apache.exe is located
# will be used by default.  It is recommended that you always supply
# an explicit drive letter in absolute paths, however, to avoid
# confusion.
#

# ThreadsPerChild: constant number of worker threads in the server process
# MaxRequestsPerChild: maximum  number of requests a server process serves
ThreadsPerChild 250
MaxRequestsPerChild  0

#
# ServerRoot: The top of the directory tree under which the server's
# configuration, error, and log files are kept.
#
# Do not add a slash at the end of the directory path.  If you point
# ServerRoot at a non-local disk, be sure to point the LockFile directive
# at a local disk.  If you wish to share the same ServerRoot for multiple
# httpd daemons, you will need to change at least LockFile and PidFile.
#
ServerRoot "H:/wamp/apache2"

#
# Listen: Allows you to bind Apache to specific IP addresses and/or
# ports, instead of the default. See also the <VirtualHost>
# directive.
#
# Change this to Listen on specific IP addresses as shown below to
# prevent Apache from glomming onto all bound IP addresses (0.0.0.0)
#
#Listen 12.34.56.78:80

# Apache parses all CGI scripts for the shebang line by default.

# the C:\Program Files\Perl directory, the shebang line should be:

   #!c:/program files/perl/perl

# Note you _must_not_ indent the actual shebang line, and it must be the

#
# However, Apache on Windows allows either the Unix behavior above, or can
# use the Registry to match files by extention.  The command to execute

# These script actions can be configured from the Windows Explorer View menu,
# 'Folder Options', and reviewing the 'File Types' tab.  Clicking the Edit
# button allows you to modify the Actions, of which Apache 1.3 attempts to
# perform the 'Open' Action, and failing that it will try the shebang line.
# This behavior is subject to change in Apache release 2.0.

Any help with finding and solvingthe problem, which is likely my misunderstanding, would be greatly appreciated.

Apacheguy,

                I've tried both 192.168.1.3:80:80, www.trishandmike.homeip.net:80, and both without :80. All respond in the same way, obviously after restarting the service. However I have more information and my original problem is actually a little incorrect (or should that be totally incorrect :) ). I can access the file from both localhost and the ip address, but only if I specify the the file i.e. localhost/index.php or 192.168.1.3/index.php and not if I specify just localhost or 192.168.1.1 in the browser.

As such I guess that the problem is the way that I determine the file name in PHP and isn't an Apache problem nor permission not being granted more that the file is likely non existent. So i's back to the drawing board.

Thanks for helping Apacheguy and I apologise to those who have spent any time looking at this and trying to suss out what's wrong.
