Technically you can usually check if an image is dynamic by using cURL to do a HEAD query for the image URL and checking if X-Powered-By:PHP or the like is in the headers list. There are generally other ways like if it is a real static image there will usually be a Content-Length header in the result from the server but not from dynamic pages.
