basicall I installed a application called zend optimizer and its mage my email web portal go wackey

Installing Zend Optimizer would not cause those warning messages. Missing files or incorrect permissions would ;-)

Zend optimizer may have modified your php.ini and possible moved it somewhere else (I'm unclear on how it works in windows).  You might want to check all your copies of php.ini on your system and see if anything looks like it's missing.
