Involuntary download dialogue when accessing .php

I'm on a forum where a very small portion of the users report an inconsistent and seemingly random problem. They are all using Firefox 1.5.x, as far as I know.

The problem is as follows: When viewing or replying threads, even when attempting to open the index itself, they get prompted with a download box. The file listed for downloading is "index.php", the file that runs the entire forum. It will normally take 3-6 attempts to get through to the actual link they were clicking, and then it'll be calm for a while, allowing them to browse normally. But later on, it will start, -again-, with the same routine.

This is all random. We've had no success in recreating what causes this, and there is no consistency in time, action, or anything related that can produce this. The forum has been up for over 3 years, and this problem has practically been non-existant up until now. I searched the documentation and support for the forum software, and every instance of this problem was given the answer "It's a problem with the configuration of the server/host".

That brings me to where I am now. What the eff must be done to fix this? If it matters any, the software is the same as this one, Simplemachines, only I'm running 1.1 RC1 instead of 1.1.1.
