Encoding error when importing with SimpleXML = HELP

When importing XML with SimpleXML -php5-with accents they come with errors... I guest this is an encoding thing...

example:  when importing this frase in spanish "La Tecnología más avanzada" I get:

 

La Tecnología más avanzada

 

if the original text was in utf-8 or in iso-8859-1 how do I can get them correctly according to it encoding?
