Refreshing from a database.

Hi all, hoping someone can help me out?  I could probably even pay a couple bucks!

 

I have a database that has 3 fields in it.  What I need is a script that will always stay at the top of the browser even when scrolled, centered. It will have 2 version depending on if a variable was passed to the URL.

 

Version one will just display 2 of the fields. It will need to refresh itself, preferably just that block that always stays on top.

 

Version 2 will display the 2 fields and the differnece between them. The are both numbers so its a a-b=c thing.

 

Can anyone help?
