Dynamic menu using PHP & MySQL

I am trying to edit a site that I didn't build. I am a designer with 11 years interactive exprience. So I can edit code and understand some basics, but I'm certainly not a programmer.

I think the site is dynamically generating a menu. I found this code in the "header.inc" file:

<div id='header_nav'>

<ul>

<?=createMenu($thispage);?>

</ul>

</div>

And in the "dbconn.php" file I found this:

$db_location = "mysql299.secureserver.net";

This file also includes the user and login for the database. But, I have no idea how to get to this and how to edit it. I'm simply trying to add a menu item to the navigation and attach an HREF so the menu option goes somewhere.

I know that part of this is a MySQL question but can anyone give me some basic direction that might help me figure this out?

Thanks in advance for your help.
