Re-complile PHP on windows?

I keep reading everywhere I must 'compile php with...' to get things like free type fonts working... but obviously on Windows you don't compile, you just dump and go.

So how do I 're-compile' on a windows box?

 

If it makes much difference, I'm running IIS, but I also have a Windows box with abyss on it.
