I don't think there is a way to decipher. Although if that was formed in php, that means they used a function a bit like date() without any information given on how to form the function.

 

If you can find what function it is, than you could form the normal date, using something like  date("Y-m-d")...

 

Thats my guess but im not 100% sure on what that cipher is...
