HTTP 403 message with test page-please help

Hi

Im starting to learn php so installed apache2.2 as local host..when I want to view a test page (index.php)

(code for testpage:  <?php phpinfo(); ?>

my browser says:

 

The website declined to show this webpage

HTTP 403 

  Most likely causes:

This website requires you to log in.

 

what am I missing or what do I have to change??
