Windows IIS and PHP with mssql extension

I have installed PHP on a windows box with the MYsql extension and it works fine.  When I try to install with the MSsql extension PHP will not use the extension.  All I get is

 

localhost: Missing extension for mssql (yes I have uncommented the mssql extensions in php.ini and set the estension_dir)

 

I am using PHP4 and have tried PHP5 but that tells me "Invalid access to memory location"

 

I have googled my brains out and I still can't get PHP to load the MSsql extension.

 

 

Can someone help me out?
