Listing with background image and link

I want to display a listing (unorder list) with image and link it to other page when it's clicked .. how ??

 

i have a list as following:

 

<ul>

<li>Users</li>       

<li>Tools</li>

<li>Logout</li>

</ul>

 

I want to add a background image to each of the list, and when user click on the image, it will link to certain page.. how should i do it ?
