I have been searching the web for a while and cant seem to find any instructions for installing it on a windows pc. I have downloaded 'libmcrypt.dll', thats as far as ive gotten. Cause if you you just need to set the extension directory, uncomment the line, move the php.ini file to %systemroot% if it isn't there and I *think* restart Apache.
