I am currently trying to make a website that facilitates a lot of downloading; but I want to control the amount of download that each user can have at a certain time. This way, I won't have to stress about server fees as much. The script I am looking for is a downloading script that does a countdown to start a download. But the problem is, how would I make it so that the first download starts instantly, but the ones after that will have a 5 minute count down? I would be very greatful if someone could help me with this question. Thanks.
