How to handle translations for multilingual website

Hi,

 

I have a website that receives more Japan visits than United States.  Since my website is currently only available in English, I thought it'd be nice to have a the text translated to Japanese based on the user's locale.

 

I was wondering what's the best way to handle static text for translations, file or db.  Also, for dynamic text, is there some sort of php translating software that can handle dynamic text?
