Adding MySQL "Access Hosts" *without* cPanel?

I have MySQL running on two servers on the same network.  I've been asked to give access from one to the other by adding the IP address of the first server to the second server's MySQL "access hosts."  The only problem is that when I Google for how to do this, all the results come back with instructions for cPanel which I don't have.

 

Does anyone know how I add to the MySQL access hosts list just using the MySQL command line?
