WDDX enable?

I have the code

echo wddx_serialize_value("PHP to WDDX packet example", "PHP packet");

Yet, my output is:

PHP packetPHP to WDDX packet example

How come it's not in WDDX format? What do I have to do to enabled WDDX? I'm on a Windows machine using Apache.
