[SOLVED] Shipping function help

ok so the shipping page comes up blank with "USPS ERROR: User ID or Password was empty. Please make sure this has been added correctly to the admin side of your store." but the thing is is the username is in the database and is showing on both the user and admin side? i believe this is just poor coding that needs to be redone any ideas?

i tried changing it to

 

if($user_id=="" || $password=="") {

 

and removed an extra double quote on line 232 but no luck.

 

should i make it so if it says if true do this else return false maybe? ???
