http 403 error message

I recently downloaded a program called Dolphin.  Now I have to install the program.  When I enter "www.mysitesname.com/install/index.php", I get this error message. 

 

"The website declined to show this webpage

HTTP 403 

  Most likely causes:

This website requires you to log in.

    Go back to the previous page.

NO ONE SEEMS TO E ABLE TO GIVE ME DIRECTION AS TO WHAT THE PROBLEM IS.  NOT MY HOST, OR DOLPHIN.
