loading state into dropdown box form mysql

Why is this not working?

 

echo '<option value="none">"$itemsid_array['state_id']"</option>';

 

I am getting an error on this line saying either , or ; is wrong

to

 

echo '<option value="none">'.$itemsid_array['state_id'].'</option>';

I thought I had this right but I don't.  I need pre-load the state and city that the user choose before.  Here is the code I have:

$state_select  holds the State name from the database

 

In my script above, where do I place my variables so I can get the state to show up and then have the city show up based off of that.  I don't have the variable for the city yet but I want to get the state working first.
