If you want to use this header for your website for example, you will either need to learn about slicing or get someone to code it for you. There are several ways to incorporate banners and menus into a website, all of them involve HTML, CSS, or Javascript, none of them involve any PHP really... If you want to table the banner, you would slice it into two sections, the top 'banner' portion and the lower black and yellow striped area. You'd create a table with two rows. Banner goes into the top row, button area on the bottom row. You can use an image map for the button functions (there are tons of freeware image map making utilities around the web), or you can use Javascript if you want the buttons to have a 'rollover', or hover effect.
