Help with 404 error

I have a situation and am in need of some help.

 

I have a Windows XP Pro SP 1 machine with Apache 2.2.6-win32-x86-no_ssl and PHP Version 5.2.5 installed.  I'm using Joomla 1.0.12 as my content management system and docman as my file manager. This server is used for a company's intranet via port 80.

 

The problem is, this machine is running under a default gateway of 192.1.1.1  Every machines that are under this default gateway has no problem accessing the intranet what so ever.  However, there are other machines from other branches that are running under a default gateway of 192.1.4.1 and 192.1.5.1 etc, When someone from these branches access the intranet (http://intranet) most of the time, they can get to the homepage just fine, but as soon as they click on any menu item from the navigation menu, they get a page not found error. 

 

This does not happen all the time but on a randomly pattern.  Sometimes, if they "Refresh" their browser a couple of times, the page will load just fine. 

 

Another note is, when someone from the branches gets a page not found error, users from the default gateway of 192.1.1.1 would also get the Page Not Found error.  But after about 10 seconds or so, users from the default gateway of 192.1.1.1 can access the intranet with no problem again.

 

I have checked Windows XP built in firewall and it is not enabled.

The httpd.config file is configured to listen to port 80

The server name is configured to the apache server machines ip address

I don't know what else to look for anymore, because the intranet is working fine for the main branch as long as other users from other branches don't access and get an error.  As soon as someone from the branches gets a Page Not Found error, this impact the main branch as well.  It is difficult to narrow down the problem because the problem does not occur constantly but on a randomly pattern only.

 

I don't believe the error is caused by joomla because the main branch is not getting any of these errors.  I almost certain that there is a firewall or switch issues, but I also don't know if there is any thing else in the httpd.config file that I should be looking for as well.

 

If need be, I can post the httpd:config file if this helps.

 

Anyway, any suggestions or advises on how to fix this is greatly appreciated.
