403 with everything but index.html and other HTML

I have 403's with everything but index.html and other HTML files in the same directory.

I made a Perl CGI script for uploading files,  but I got a 404 for cgi-bin. I went into a terminal as root

and did

# chmod 777 <i>file</i>

for all the files. It still won't work! Please help.

Edit: I am running 2.2.6 on Mandriva PowerPack 2008. The root folder for the server is /var/www/html.

Another Edit: The CGI script doesn't have a 404 anymore, but the script doesn't work...
