How can I convert the image of raw format to other format such as gif\jpeg\bmp

When I processed a data of sar(synthetic aperture radar),I got an array of interger data which is

two dimension.I just kown how to generate an image from jpeg\gif\gd file with GD function in php,

but it's diffcult for me to resolve the problem that how to generate an image of gif\jpeg\gd format

just from a two dimmensinal array of  interger.

 

If anyone kowns,please help me~

Then just imagine how difficult it is for someone who has no idea what the input looks like or how the expected ouput is supposed to look
