displaying database data in html forms

Hello all, i am need of some help. i have written a script that updates my homepage's welcome message, however, i want the current message to be displayed in the text boxes in the form so it can be modified. below is my script, any one see what I have done wrong please? Thanks in advance...

would i be right in saying i need to add another query like this in somewhere:

 

   $query = "SELECT * FROM `Welcome`";
        $result = mysql_query($query);

$num=mysql_num_rows($result);
$i=0;


while ($i < $num) {
$Title=mysql_result($result,$i,"Title");
$WelcomeText=mysql_result($result,$i,"WelcomeText");

  if so where would i put it please?
