[SOLVED] Change The Order Of Rows Using PHP

How can I change the order of the rows called from the DB and change them in the DB as well?  Here's the code:

There really is no reason to force them to be in a different order, that is what the ORDER BY clause is for in MySQL. What order do you want them in?
