Div/Table help

I have a table that looks like this:

 

<table width="90%"  border="0" cellspacing="0" cellpadding="0">

  <tr>

    <td width="20" height="20"><img src="images/tl.png" width="20" height="20"></td>

    <td colspan="3" bgcolor="#0E1F33">RANDOM TEXT</td>

    <td width="20" height="20"><img src="images/tr.png" width="20" height="20"></td>

    <td></td>

  </tr>

</table>

 

I want it to be at the top of my page. However, it looks as if when you use tables, it creates a gap between the top of the page and the table. I tried using a div layer, but it still leaves the gap (just now the gap is in the div layer). So how to I get a table to actually stay at the top of the page? I don't want it to be fixed, so when I scroll down the bar comes with me. I just want it to be starting on the line the browser starts. If I can find a site that does what I'm trying to say, I'll post it.
