apache 1.3 Apache/1.3.36 (Unix) cant handle more than 20 requests per second

tech support in my dedicated server say that i should limit Apache requests per second to 10-15 to become stable

when requests per second reaches to 20 or more my apache server begins to stop and eventually restart itself causing multiple problems to our websites.

cpu/mem/swap file seems to be all green on status just that from time to time(i guess when requests per second reaches 20 or so) httpd (1.3.36 (Unix)) fails RED

help pls im kinda new to this apache server thing would like to know if ther is a workaround to this limitation or should i reorganize all the requests to my other empty server
