javascript onchange and php

I know it's javascript but I didn't want to open an account on a diff site. How do I make the following echo the value of the actual selectedIndex rather than just saying selectedIndex in the url of the window it opens:

<select onchange="open_window('departmentvotes.php?id=this.selectedIndex.value')"  name="dept" >

Im not sure if I understood your question, but if you were asking what I think you were asking, then this:

this.selectedIndex.value

Should either be this:

this.selectedIndex.firstChild.value

Or this:

this.selectedIndex.firstChild.data

(I cant remember off the top of my head which it is)
