Code help please

I am having a little trouble with this code.  I am able to get the iframe to work correctly.  However, the link is always the same.  The linked pages are just to be able to tell when it is working correctly.  I have tried different variations but I keep getting the yahoo page to open.  Is the something wrong with the way the code is written?

There is none. The PHP is buried somewhere in probably 1500 other files.
