htaccess question

I have several domains and the host has recently gone to php5, since doing so I have encountered a few errors.

If a user visits e.g. www.123.com/abc  previously if there was a index.htm file in there a blank page would be loaded.

Since php5 was installed now visiting the example site rather than displaying a blank page a download of the file appears.

My hosts tells me to check my htaccess file as its probably the htaccess file thats causing this to happen, can someone explain to me what the following means as its the only thing in the htaccess file:

<IfModule mod_setenvif.c>
  <IfDefine SSL>
    SetEnvIf User-Agent ".*MSIE.*" \
             nokeepalive ssl-unclean-shutdown \
             downgrade-1.0 force-response-1.0
  </IfDefine>
</IfModule>

# Fix certain PHP values
# (commented out by default to prevent errors occuring on certain
# servers)

#<IfModule mod_php4.c>
#  php_value session.use_trans_sid 0
#  php_value register_globals 1
#</IfModule>
# php_flag register_globals on
<Files 403.shtml>
order allow,deny
allow from all
</Files>

AddType application/x-httpd-php .html .htm
# php_value auto_prepend_file /home/x/public_html/stat/config/auto.php

Thank you.
