Posting To XML!?

I've got a news system in place, So when inserting the information to the Database, I'd also like to put that item straight into an XML File which is being pulled from a Flash News Ticker I've setup

 

But I'd only like to post just the one item as the News Ticker is "Latest News"

But if anyone does know how you can update the XML as well that would be very,very useful

 

I've got the INSERT setup no worries, But I'd just like to post those values to XML

 

Any help or tutorial suggestions welcome
