innerHTML doesn't work on xhtml 1.1?

Okay this is weird. try this:

http://jhdaniels.virtual-showcase.net/contactus.html

now try:

http://jhdaniels.virtual-showcase.net/contactus.html?xhtmlhead=true

What's the difference? Just a http header that says "Content-type: application/xhtml+xml" on the second one. Otherwise, they're identical. So, what's supposed to happen is the page is written with reset and submit buttons. Then javascript rewrites the div's innerHTML to use href tags with javascript reset and submit functions. Pretty simple, really.

I'm not getting a javascript error, it just doesn't work. Any ideas?  ???
