  1. Well, take comfort in knowing that you are not in an entirely unique position. This happens often these days because web development expertise has been evolving quickly over the past ten or so years & sites have often been cobbled together to meet deadlines or provide various functions in an adhoc fashion. Now that they have some amazing CMS solutions available I expect we'll see less of it happening. I would recommend picking of the top CMS frameworks & migrating the whole site over to it. You can use 301 redirects to mitigate the loss in any SEO value and/or bookmarks / inbound links that may have been established. Some CMS's also permit for aliases so you can permanently make definite that elderly urls will keep working.
  2. In my opinion you will never get one CMS that will serve all your needs, they all have pros and cons, so I prefer to make a decision on a per site basis, depending on the functionality the site needs, skill level of the data capturers etc.
  3. A framework isn't what it sounds like you think it is. You can use a framework regardless of CSS with CSSUI or MMUI. The framework is simply a way to package up your design/templates/images/etc. It is an independent function. You can take a virtual snapshot of your website when you save a framework. CSSUI gives you a little more flexibility mostly over MMUI. Otherwise, it isn't that much different and the framework works regardless. The options/flexibility are basically at the component level.
