my scripts are on the same server. im about to use the same database and forum. if i do that,with the forum db is there anything tricky i need to know about?

I asked a question about this a few weeks ago, and someone solved it saying that the server was blocking connections. Its confusing the hell out of me. I did as they said, and contacted my admin. they told me to fork over money, and it would be solved. I am a broke student, and dont have the cash anyway. What gets me is they said I had to be a paid member to have a sql database and connect to it with scripts on the server. But I can run a phpBB3 forum. it runs sql. I know it does. WTF? I know they are just trying to get money from me, but no matter how much I try i cant figure out how the forums connect. mine is $username="a162_bento"; $password="Password123"; $database="a162_siteDB"; $localhost="host.com"; mysql_connect($localhost,$user,$password) I wish could figure out how xampp worked. If someone has time to help me I would really appreciate it. Im trying really hard but getting kick every time i get on the stage.

I think its mine. I have my own cpanel, and phpmyadmin. I went to college for semister 3 years ago, and in highschool before that i took webdesign and taugh it too, but I havnt had alot of pro work. more of a hobby, so im not sure, as I cant afford to do my own set up. Hello, Im bento, I am currently working on a weird website, and im not ever sure what its uses are going to be. I live in Montana, we are going through a warm spell this winter right now, its 40 degrees U.S. should be -20. I hunted phpfreaks on google while looking for a community of good coders, I am a total beginer, And am looking for someone who might teach me the things i am looking to learn. I am not requesting anything here though, just my goals here.
