hello everyone.
I've been asked to create a peer-review-based web application. The idea is to have web-based database-driven application that allows community-wide peer-reviewed of online content.
I've written php/mysql applications but I am not sure where to begin writing this application.
Do you know where I can grab some code snippets i can modify it for my purpose or an opensource package for this peer-review web application? Even some application that does something similar would be find.

i am running mysql4.0.2 on a linux box. It was originally installed using tarball.
never done this before and don't want to mess it up. is there an step-by-step tutorial to do this?
someone was also mentioning that i can get mysql4.0 to act like 4.1 using a 'new option'. any ideas?
