I am sure none of the free or opensource tools would fulfill all your requirements. There might be free tools for time tracking, I had even used one of them, but they are very basic and its better to use a spreadsheet instead. I am sure none of the good project management tools are free too. I can rather assist you with the tool that we use currently. Its Replicon time billing software. We use their time bill, time cost and time tracking services. Hope it helps...
