Although i like "Sublime" and "PHPEdit" the most, they do cost money which is nothing good for anyone starting with PHP. Keep to the good free tools like "Notepad++".
That's where my vote has gone. It is configureable with plugins, syntax-highlighting and some sort of project management (which isn't that good compared to fully loaded IDEs, but hey, i started scripting with microsoft's built in Editor).
Just try a few programs to see what fits you. There is not the "best" software, only the one that you feel fine with.
