Just when we try to connect to the MySQL database, it comes back with, "The page Cannot Be Displayed"

We have a Virtual Dedicated Server with godaddy.com. Whenever we try to connect to the database we get a "The page Cannot be Displayed" message. PHP works fine on echo commands. MySQL database name and passwords are correct. Our PHP Connect strings are correct. We have tried using localhost, sparoracing.com, our virtual ip address, and so on for the hostname. Anyone know whats up?
