Can php run java applet? That is can java applet be called in php? If yes, please how? If no, please why?

What will I do to capture applicant's image in an application form using a combination of php and html? Every data of the applicant such as Name, Address, e.t.c have been captured except the image such a passport photograph. Thanks.
