Thank you! These solutions seem to focus on documenting the software level. This is important but is only half the documentation needed. The other half is the "how to". E.g. "how to install the software" or "how to use (as a user) certain web pages provided". What would you suggest?

What is the best online documentation software? I wrote some code and want to provide the instruction manual online. I want something that is open source (or free) and hopefully something that allows users to comment. Maybe the same software that is used at http://www.php.net/manual Which do you suggest?
