Why is it not printing the time with regards to daylight savings time?
it is 10pm and
echo date("g:i a");
is saying that it is 11pm

If you do this, it will print date based on the server's settings.
These may help:

[a href=\"http://www.php.net/putenv\" target=\"_blank\"]http://www.php.net/putenv[/a]

from what I have been able to tell you are suggesting using the putenv function to set the time-zone. That makes sense but what if the site is used in more then one time-zone?
