"http://www.w3.org/TR/xhtml1/DTD/xhtml1-strict.dtd">
<html xmlns="http://www.w3.org/1999/xhtml" xml:lang="nl" lang="nl">
<head>
   <meta http-equiv="Content-Type" content="text/html; charset=UTF-8" />
   <meta name="description" content="description of the page" />
   <meta name="keywords" content="keywords with comma's between them" />
   <title>Title of the page</title>
</head>

what does the first two lines mean?

what does the third line mean?

If I want to use it for arabic language, do i replace nl with ar?

Thank you

The first two lines are your document type. They tell the browser what kind of document you are sending. Then the browser uses that to decide what rules to use when taking your code and turning it into something visual. You want to have a doctype - it's both good and important. However, you are using an XHTML Strict doctype, which is the most...strict. I'm guessing you are still fairly new (or you would know what it is), so you probably want to use an XHTML transitional doctype - they are more forgiving. Google should help you find one.

And yes, you want to change the 'nl'. I don't know if 'ar' is right (never programmed an arabic site), but it sounds right.
