It's called the ternary operator

$var = (condition) ? value if true : value if false;

 

$timeout = (TIMEOUT_MINUTES == 0) ? 0 : time() + TIMEOUT_MINUTES * 60; 

if TIMEOUT_MINUTES is equal to 0, the value of $timeout is 0,

if TIMEOUT_MINUTES is not = to 0, the timeout is the current time + TIMEOUT_MINUTE * 60;

Hey people I need help with this also

if (isset($_POST['access_password'])) {

  $login = isset($_POST['access_login']) ? $_POST['access_login'] : '';
  $pass = $_POST['access_password'];
  if (!USE_USERNAME && !in_array($pass, $LOGIN_INFORMATION)
  || (USE_USERNAME && ( !array_key_exists($login, $LOGIN_INFORMATION) || $LOGIN_INFORMATION[$login] != $pass ) ) 
  ) {

 

See I understood till $pass but I am not able to understand conditions in if statement...
