[SOLVED] this rule is write?

my .htaccess file contains this only :

 

Options -Indexes

RewriteCond %{HTTP_HOST} ^www\.example\.com
RewriteCond %{REQUEST_URI} !^/forums/([^.]+)?$
RewriteRule ^(.+)/(.+)/$ index.php?action=$1&function=$2 [L]

 

I want all (for example)  example.com/files/images/  be resolve to index.php?action=$1&function=$2

 

EXCEPT my forums folder, just it leaves forums the way it is.

 

is that correct?

 

My .htaccess doesn't seem to response to it, it is my code problem or my htaccess is not working?
