is there any type of script or application that can be created to stop a person making multiple accounts on a specific site.......

 

this site only allows one account per e-mail address and any multi account that are found are terminated.

 

people are creating new e-mail addresses to make more accounts and are harrassing other people.

 

we cant use an IP ban as the IP address can be reset.....

 

can we block someone if caught with multi accounts (block them for good....not being able to create any more accounts)

How exactly do you plan on permanently blocking someone from making new accounts?  It's pretty impossible, to be honest.  They can change their e-mail and IP if they want no matter how many blocks you have in place on your site.  It's a waste of time to bother with them.  Just ban them if you see them and get over it. :-\

No. All the identifying information that you receive, ip address, email address..., is under the control of the visitor.

 

I'll assume that you are actually checking that the email addresses are valid and under control of the person registering by sending an account activation link to the email address?

 

So, you can only do what you are currently doing, banning individual accounts/email addresses.

 

If the harassing involves bad language, adding a bad word filter to either *****-out the words or prevent the entire post containing those words, would be the next step.

 

Some people have gone as far as to disallow free throw-a-way email addresses using hotmail, yahoo, gmail...
