They can change their e-mail and IP if they want no matter how many blocks you have in place on your site. It's a waste of time to bother with them. I'll assume that you are actually checking that the email addresses are valid and under control of the person registering by sending an account activation link to the email address? So, you can only do what you are currently doing, banning individual accounts/email addresses. If the harassing involves bad language, adding a bad word filter to either *****-out the words or prevent the entire post containing those words, would be the next step. Some people have gone as far as to disallow free throw-a-way email addresses using hotmail, yahoo, gmail...
